Fairmount Neighborhood Association General Membership Meeting, 3/25/2019

Board Members in attendance: Sara Karashin, Sean Ford, Deanna Stuart, Steve Voltmann, Bob Fain, and interim director Fred Harper.

Call to order, 7:03PM

Introduction of new neighbors

NPO, Sergio Guadarrama update: Home burglaries are down, car burglaries continue, do not leave valuables in your car

Code Officer, Mata update: 192 violations and 58 complaints this month. Spoke regarding a hogwire fence that was called in on Travis. This type of fence is allowed.  Chain link appears to be the main type of fence not allowed.  Provided copies of fence guidelines for those interested.  Send questions/concerns to: Customer Care at 817-392-1234 or 1234@fortworthtexas.gov, OR, Javier.mata@fortworthtexas.gov   Texting is not the preferred method of contact due to the older phone Officer Mata carries. (limited texting capabilities)  Worth noting – Officer Mata has received calls regarding individuals squatting in vacant houses. If you see someone in a vacant house, please call your NPO or 911, this is the best way to handle that situation.  You can then follow up with Code to ensure the vacant house is secured against trespassers.  Also, Code will not print and provide information for any ongoing cases.  If you wish to obtain documents regarding a case or property an individual can go to the Code office and request paperwork through an open records request through the proper channels.

Code Officer, Consumer Health division, Angela Traister also spoke at the meeting.  She is aware of the ongoing issues of commercial dumpster pickups during non-compliant times.  She reminded the group that commercial dumpsters should NOT be picked up any time before 6:00 am.  If this is happening, please report it.  Provide the address of the dumpster, and if able, the company doing the pickup.  Officer Traister’s contact info is as follows:  817-692-9287, angela.traister@fortworthtexas.gov.

Home tour planning continues to be underway – 7 great houses on the tour this year.  This is the neighborhood’s biggest fundraiser, and we would love to have you as a volunteer.  Every volunteer receives a ticket to the year’s best party – Wine Down at Rosen House Inn.  There will be a sign up sheet on the Fairmount website soon.  Please contact hometour@historicfairmount.com with any questions you have about the tour.  Home Tour T-shirts, posters and tickets are on sale NOW on the Fairmount website.  https://historicfairmount.com/index.php/product/2019-home-tour-ticket/  Still needing lots of volunteers for docent shifts (two shifts available 11:30-3:00, and 2:30-6:00), as well as volunteers for setting up Wine Down and putting out flags.

  • Learn more about the city’s Safe Routes to School Projects at upcoming meeting (see below)
  • Park updates to start the first week of April! New path, benches, trashcans, dog waste station, and dog/people water fountain.
  • Park and greenspace get mowed every 4th Monday of the month.
  • If commercial dumpsters near you are being collected outside of posted city hours (ordinance says no collection prior to 6am), PLEASE email your address, time of complaint and (if you know it) the company collecting waste to Angela.Traister@fortworthtexas.gov and cc president@historicfairmount.com and Cordero@fortworthtexas.gov

  • Please join us for the Cowtown Clean Up at Fairmount Park, March 30th at 8am. Coffee, and snacks will be provided in the park at 9am. There will be a limited amount of TShirts for volunteers also available.

VOTING ITEM: The FNA Board is requesting to transfer $4,000 from the currently un-used FairmountiGras budget to our park maintenance budget. At October’s annual budget meeting and vote, the membership voted to balance the overall budget by removing several thousands of dollars from our park maintenance budget. Currently, the FNA pays $503/month for supplemental mowing between city mowings and for irrigation to Fairmount Park as well as mowing, perennial bed maintenance, etc for the Allen Greenspace. This is a competitive price and the company was chosen as the lowest priced bid from several companies in March of 2018. With cost of water and annual permit inspections, the FNA needs ~$570/month for the next 7 months totaling $4,000 to continue care for our greenspaces through the end of the FNA fiscal year in October.

There were several minutes of open discussion amongst membership, with a motion to end discussion which as voted for unanimously.  A second motion to transfer $4,000 from the MardiGras budget to the park maintenance budget, was voted for with only three members opposed.  Motion approved.

General Discussion:

  • There will be a DMS vs. De Zavala soccer match at De Zavala Elementary on 3/30 at 9:00 am.
  • There will be a fun Fairmount dog show at Fairmount Park on 3/31 at 4:00 pm.
  • Hemphill Task Force looking at adopting design standards for Hemphill Corridor
  • Early voting starts 4/22 for City Elections, regular election 5/4/19
